Hi-speed is a method of connecting devices. Normal (low-speed) devices can only communicate once per tick, usually about 60-70 times per second, but high-speed devices can communicate as fast as possible.
Since hi-speed links are bidirectional, by convention devices that can initiate a hi-speed transfer use inputs, and devices that respond to hi-speed transfers use outputs.
The Wired CPU and GPU can initiate transfers. The E2 can initiate transfers indirectly, by connecting to an Address Bus via a wirelink.
The value transferred by a hi-speed link is meaningless - only the fact that the two devices are connected matters.
