According to tomb332 on the Wire Mod Forums, this should work. I only take credit for watching it a couple times and typing it out so it is easier to do in game. Sorry if there are any spelling mistakes :(

Props
Create three 2x2 PHX Plates
Create a Wire Wheel (Torque:900, Friction:1.8, Force Limit:1, Model:APC Wheel) in the center of one of the 2x2 Plates
Easy-Weld a 2x2 Plate in the direct center of the tire, The other 2x2 Plate is going to be your control panel
Components
Create a Ranger (Range:1000, Default 0:Off, Hit Water:On, Ignore World:Off, ONLY Check:Output Distance) and weld to the side, in the middle of the 2x2 on the TOP of the Wheel
Create 2-Way Radio on the 2x2 on the TOP of the Wheel anywhere not in the center, create another one on the panel and link the two
Create a Gyroscope (180 deg, NOT 360!) in the direct center of the top 2x2
Create a Speedometer (X,Y,Z) on the corner (in the center of the angled indent)
Create a Holo Grid on the panel and a Holo Emitter in the center of the panel, link them together
Create a Constant Value (1:16) on the panel
Create an Expression Gate on the panel with the following:
Inputs : Dist Angle
Outputs : X Y Z
Line 1: X = 100
Line 2: RelDist = Dist/10
Line 3: Y = cos(Angle)*RelDist
Line 4: Z = sin(Angle)*RelDist
Create these gates on the top 2x2 plate: AND, LESS THAN, GREATER THAN
Create a Constant Value (1:5, 2:-5) on the top 2x2 plate
Create a Button (Toggle:Checked, On Value:1, Off Value:0) on the panel
Wiring
Wire the Radio (A:Ranger, B:Gyroscope:YAW) that is on the top 2x2 plate
Wire the AND (A:Radio:A, B:GREATER THAN, C:LESS THAN) that is on the top 2x2 plate
Wire the LESS THAN (A:Speedometer:X, B:Constant Value:5) that is on the top 2x2 plate
Wire the GREATER THAN (A:Speedometer:X, B:Constant Value:-5) that is on the top 2x2 plate
Wire the Wheel (Go:AND) that is on the top 2x2 plate
Wire the Holo Emitter (Display:Button, LifeTime:Constant Value:16, X:Expression:X, Y:Expression:Y, Z:Expression:Z) that is on the panel
Wire the Radio (A:Button) that is on the panel
Wire the Expression (Distance:Radio:A, Angle:Radio:B) that is on the panel
